The National Oceanic and Atmospheric Administration (NOAA) is investigating a viral video showing a young man harassing and kicking a California sea lion at La Jolla Cove. The footage, which circulated widely on social media, depicts the individual taunting and kicking the animal as it attempted to escape along a protective wall. Because sea lions are protected under the federal Marine Mammal Protection Act, the incident may result in fines of up to $36,498 or a year in prison. While San Diego park rangers patrol the area daily to educate the public, they lack the authority to issue formal citations. Instead, they refer violations to NOAA, which manages the enforcement of federal protections. Local officials and conservationists have expressed concern over human interaction with the wildlife. Robyn Davidoff, chair of the Sierra Club Seal Society, noted that the beach's popularity can lead to higher pup mortality rates. While some officials suggest adding cones to create a visual barrier, others argue that such additions might eventually lead to the full closure of the beach.
