Kaja Kallas, the EU foreign policy chief, stated that the 21st sanctions package against Russia represents the largest round of measures in four years. The package includes 218 new listings designed to target Moscow’s financial system, military-industrial complex, and energy sector. The administration announced that the measures aim to cut off the financial lifelines Russia relies on to sustain its war efforts. Key targets include over 100 banks and cryptocurrency operators, more than 40 shadow fleet vessels, and several oil refineries in Russia and Belarus. The package also addresses Russia's propaganda and "sports-washing" by listing prominent figures such as sports minister Mikhail Degtyarev and media aide Vladimir Medinsky. Furthermore, the EU targeted the manufacturing network of long-range drones and entities working to develop alternatives to Starlink. While the package provides significant pressure, the EU remains prepared to respond to further Russian escalations as work on the 22nd sanctions package begins.
