The administration announced that the project will overhaul the aging facility, replacing the unpopular mobile lounges with a new underground U-shaped aerotrain and moving sidewalks. President Trump selected a design that preserves the existing iconic sloped-roof main terminal while refurbishing the interior with an open foyer and new ticket kiosks. The plan includes a major terminal expansion with four new linear concourses, moving the parking lot closer to the main terminal for improved traveler convenience. The president chose a design that works in partnership with United Airlines, the primary carrier at Dulles. Under this concept, the Metropolitan Washington Airports Authority will finance the project through tax-free bonds, which United Airlines will repay through airport operations. This approach was selected because it preserves the existing runways, allowing for continuous plane traffic during construction.
