David Michael Brouillette has been identified as the federal agent who shot and killed 26-year-old Johan Sebastián Durán Guerrero in Biddeford. The 37-year-old agent, a U.S. Army veteran, was a new recruit when he discharged his weapon during a traffic stop. While the administration announced that the illegal immigrant had a final order of removal, Homeland Security Secretary Markwayne Mullin clarified to Senator Angus King that Guerrero was not the intended target of the warrant. Brouillette admitted to the shooting during a phone call with his ex-wife, Ashley Brouillette, who noted that he remained unusually calm and defended his actions. However, she observed that video evidence does not show the man charging at the agent with his car. The shooting occurred during a period of increased enforcement under the administration’s Operation Catch of the Day. Following the incident, ICE temporarily halted most traffic stops. The death has sparked calls for reform from Maine officials and was described as a murder by Colombian President Gustavo Petro.
