David Brouillette, a 37-year-old federal agent, is currently in protective government custody following the fatal shooting of 25-year-old Johan Sebastián Durán Guerrero in Biddeford. While the Department of Homeland Security initially refused to name the officer, records confirmed Brouillette was the agent who fired the shot on July 13. The shooting has sparked significant discussion regarding the administration's aggressive immigration enforcement. Although the agency stated the vehicle attempted to flee, witnesses noted that Durán Guerrero was not the primary target of the agents. The incident has caused some local residents to feel less secure, with several immigrants considering a voluntary return to their home countries to avoid potential future shootings. Brouillette’s history of domestic violence has also come under scrutiny. His first ex-wife, Ashley Brouillette, and second ex-wife, Lucinda Brouillette, both reported a pattern of aggression and intimidation.
