The rookie agent fatally shot the Colombian man during a traffic stop in Biddeford, Maine, after the vehicle attempted to flee. Brouillette, who was married to David Brouillette for three years, described him as prone to aggression and "extreme violence." She noted that David Brouillette was diagnosed with severe bipolar disorder and borderline schizophrenia, and she had previously warned authorities about his temperament. Despite these warnings, the administration accelerated hiring to add thousands of agents to the ICE roster, sometimes lowering standards to accommodate the rapid expansion. While the administration defended the shooting as a necessary action for public safety, Brouillette argued that the tragedy was "100 percent preventable." She urged the public to speak up about an officer's history, suggesting that robust due diligence could save lives in the future.
