Tondra Madruga, 58, was identified as the second person to die after a boat capsized in the San Francisco Bay earlier this week. The body was recovered on Thursday near Treasure Island after a passing vessel alerted police to the discovery. The vessel, a 49-foot cabin cruiser named Volare, sank on Tuesday afternoon while carrying 20 people and a dog for a memorial service. The group was scattering the ashes of a loved one when the boat was struck by a wave, lost stability, and rolled over. While 16 people were rescued, the disaster left two people dead and three missing. The first confirmed death was Clifford Boisa, a retired reserve deputy. Following the recovery of Tondra Madruga, two people remain missing: Jackie Boisa and Carol Boisa. The Volare is believed to be resting approximately 130 feet below the surface. The San Francisco Police Department has located the wreckage using sonar and is currently evaluating recovery options with a salvage company.
