Sausalito City Manager Elaine Forbes was arrested for burglary after allegedly breaking into several yachts during a mental health crisis.

Sausalito City Manager Elaine Forbes was arrested early Saturday morning after authorities discovered her breaking into multiple vessels at the Sausalito Yacht Harbor. The 53-year-old official, who had been in the role for less than three weeks, was reportedly found in the wheelhouse of a yacht with the air horn and wipers running. The arrest occurred just days after the city council placed Forbes on a leave of absence. Family spokesperson Sam Singer stated that Forbes was experiencing a genuine mental health crisis and may have mistaken a 66-foot yacht for her own houseboat. Owner Andy Cunningham reported "unbelievable chaos" on his boat, noting that Forbes tried on his clothes, drank four bottles of wine, and dumped maraschino cherries into a shoebox. While Forbes originally faced felony burglary charges, she is now scheduled to appear for four misdemeanor charges. The City of Sausalito described the arrest as a "difficult development" and will discuss the next steps for the city manager position during an upcoming council meeting.
