The State Department described the error as an unfortunate mistake caused by a team member who hastily altered the slide deck before the event. Former State Department official Cameron Hudson argued that the mistake is a result of having junior staff performing work under-supervised. While the administration announced a pause in funding for global health programs last year, the core work of the President's Emergency Plan for AIDS Relief (PEPFAR) has largely resumed.
