Under the new regulations, international students and exchange visitors will generally be limited to four years, while foreign journalists will be granted up to 240 days, or 90 days for Chinese nationals. The administration stated that the change addresses national security concerns and helps the government monitor nonimmigrants more effectively. Homeland Security Secretary Markwayne Mullin noted that the rule ensures foreign students remain focused on completing their studies and returning home.
